Division: Project 180
Pay Scale: $85,000 - $110,000 annually

The Organization

SSG-Project 180 turns lives around through innovative, wraparound services that keep people out of institutions and in their communities. Project 180 is a leader in the forensic treatment space, offering high-quality, specialized treatment programs that serve hundreds of justice-involved individuals. Our programs span criminal justice intercepts and include pre-arrest interventions, court-based diversions, jail in-reach, and intensive post-release services. Project 180 operates in partnership with county agencies including the Department of Mental Health (DMH), the Department of Health Services (DHS), and the Justice, Care and Opportunities Department (JCOD). 

 

The Department

The Operations Team provides direct support to Project 180 staff with an eye for detail, process, and customer service. Spanning across functional areas such as safety, facilities, finance, IT, and compliance, the Operations team takes on a generalist approach with a specialization in customer satisfaction. The Operations Department at Project 180 began in 2023 and is still in a nascent form seeking dedicated individuals willing to problem solve, continuously learn, and strive for excellence.

The Position

In this fast-paced and impactful role, the Finance and Operations Manager will be responsible for financial and operational systems, processes, administration, and internal controls. The position's primary goal is to ensure the day-to-day business and financial operations of the organization run effectively and efficiently.

P180 is a division within the nonprofit Special Service for Groups, Inc. (SSG), which oversees select HR and financial administration functions on behalf of P180. As P180’s internal finance lead, this role serves as the critical bridge between our division and SSG. 

The Finance and Operations Manager ensures our operational reality aligns with our financial records and maintains the financial integrity of the organization.This position reports to the Director of Operations and works closely with individuals at all levels of the organization, SSG finance team, outside consultants, and vendors. The Finance and Operations Manager will supervise the Operations Coordinator.

Essential Functions:

• Financial Leadership & Planning
  • Fiscal Oversight: Act as the internal finance lead, ensuring alignment with the central accounting team (SSG) on AP/AR and audit readiness.
  • Budgeting & FP&A: Lead annual budget development, monthly variance analysis, and multi-source funding forecasts.
  • Strategic Planning: Drive headcount budgeting, salary forecasting, and resource planning for capital investments and operating expenses.
  • Reporting: Generate monthly financial dashboards and reports to guide executive decision-making.
  • Medi-Cal Integration: Partner with Quality Improvement to oversee billing operations, claims processing, and reimbursement tracking.
• Asset Management & Logistics
  • Lifecycle Management: Oversee the full asset lifecycle (acquisition to disposal), including depreciation and multi-year replacement schedules.
  • Inventory Control: Implement tracking systems with full audit trails; conduct quarterly physical inventories and reconciliations.
  • Operational Support: Synchronize equipment provisioning and recovery with headcount planning and employee transitions.
  • Optimization: Analyze utilization rates and insurance documentation to recommend cost-saving measures.
• Contract Administration & Compliance
  • Negotiation & Risk: Act as the SME for contract negotiations, ensuring favorable terms and financial risk mitigation.
  • Lifecycle Tracking: Maintain a centralized contract database to monitor deliverables, milestones, and expiration dates.
  • Vendor Management: Evaluate vendor performance against SLAs and identify opportunities for consolidation or renegotiation.
  • Regulatory Compliance: Ensure all contracts meet Medi-Cal and legal requirements; develop audit strategies and mitigation frameworks.
• Operational Excellence
  • Process Improvement: Design and implement scalable policies and SOPs to remove operational bottlenecks.
  • Data-Driven Insight: Track key operational metrics and provide recommendations for continuous improvement.
  • Cross-Functional Support: Partner with People & Culture on the operational logistics of the employee lifecycle.
• Staff Supervision:
  • Supervise the Operations Coordinator who splits time between finance projects (50%) and operations service desk (50%)
  • Balance competing priorities between finance deadlines and urgent operational requests
  • Provide training and development on financial processes and systems
  • Conduct performance reviews and provide regular coaching and feedback
    
     

Baseline Project 180 Expectations:

• Regular attendance required. Holiday or weekend work may be required
• Maintain and uphold Agency mission statement, values, policies, procedures, and principles

Minimum Qualifications:

• Bachelor's degree in Finance, Business, Accounting, or related field
• Demonstrated experience developing financial policies and internal controls
• Experience with Microsoft and Google Suites, advanced skills in Excel
• Experience with ERP systems; Sage experience preferred
• Experience managing staff and contractors
• Verification of Employment Eligibility and Background Check required

Preferred Qualifications:

• Experience in nonprofit or healthcare sectors
• Minimum 7 years of progressively responsible experience in financial management and operations
• Knowledge of Medi-Cal billing and compliance requirements
• Experience with government grants and multi-source funding management
• Contract management certification or training
• Experience building financial operations in growing organizations

Supervisory Responsibilities

The Finance and Operations Manager will directly manage 2+ staff including the Operations Coordinator .

Environmental Conditions (Working Conditions)
The Finance and Operations Manager will be based in the Project 180 headquarters in downtown Los Angeles or Palmdale and will need to perform job duties in office and field settings, including Project 180’s housing sites.

 

Physical Requirements
The employee is expected to drive, carry a maximum of 40 lbs, listen, and speak in order to complete job requirements.

 

Mental Requirements
The employee must be able to do any/all of the following: perform complex and varied tasks such as synthesizing information and making decisions without immediate supervision; handle routine distractions,  interact professionally and diplomatically in high-stress situations; create and follow plans; meet deadlines.
