Job Description

BRIEF DESCRIPTION:  

The Chief Financial Officer (CFO) serves as a strategic executive leader and trusted advisor to the Chief Executive Officer and Board of Directors, responsible not only for financial stewardship and compliance, but for advancing METRO’s long-term financial sustainability, operational effectiveness, and strategic priorities. The CFO plans, organizes, directs and coordinates all aspects of the operations and activities of finance including accounting, revenue and statistics, debt, investments, payroll, budget, financial analysis, performance reporting, grants, and all finance operations in accordance with policies and procedures. ESSENTIAL FUNCTIONS: 
  • Leads all core finance functions to ensure accuracy, transparency, internal controls, and timely reporting in accordance with GAAP, FTA requirements, and best practices in public finance.
  • Creates, integrates, and evaluates the financial programs and supporting information systems of METRO to include budgeting, accounting, payroll, grants administration, debt, investments, performance reporting, revenue and ridership reporting, and all finance operations.
  • Leads long-range financial and capital planning, including debt strategy, affordability analysis, and alignment of capital investments with METRO’s strategic and service goals.
  • Plans, organizes, directs and coordinates the full-range of analysis and reporting activities including performing financial analysis and overall financial performance monitoring.
  • Plans, organizes, directs and coordinates the cash management, investment, financing and banking/operational programs of METRO while maintaining uniform system of accounts records as required by the Federal Transit Administration.
  • Serves as the primary financial advisor to the CEO and Board of Directors, presenting complex financial information clearly, supporting policy decisions, and ensuring fiduciary oversight of public funds.
  • Oversees financial strategy for federal, state, and local grant programs to maximize funding opportunities and ensure compliance.
  • Recruits, hires, trains, supervises and evaluates department staff. Oversees performance management and administers performance evaluation of department staff including preparing and monitoring department goals.
  • In the first 12 months, the successful CFO will strengthen long-term financial sustainability, enhance financial transparency and decision-support for leadership and the Board, optimize grant and capital funding strategies, and develop a high-performing finance team aligned with METRO’s mission and values.

  • Gather assemble, analyze and evaluate financial information and make strategic analyses and financial projections.
  • Interpret and apply laws, rules and regulations impacting the Authority’s finances
  • Display willingness to make decisions, exhibits sound and accurate judgment and makes timely decisions
  • Serve as an advisor to the Chief Executive Officer and Board of Directors.
JOB REQUIREMENTS: 
  • Master’s degree in Accounting, Finance, Business Administration, or a related field.
  • A minimum of 10 years of progressively responsible executive-level finance leadership, including experience with complex organizations, public-sector or highly regulated environments, and multi-million-dollar operating and capital budgets.
  • CPA strongly preferred, reflecting the level of professional judgment, ethical responsibility, and fiduciary leadership required for this role.

Salary: $100,000-$125,000 based on qualifications and experience. Full package of benefits including: health, vision, dental, life, retirement, paid vacation, & paid sick leave.
